前海位于广东省深圳市西部，珠江口东岸，毗邻香港，是粤港澳深度合作示范区和城市新中心。为规划建设一批高水平、高质量的标志性建筑，在造型、设计和功能等方面形成前海新地标，拟在前海桂湾片区一单元建设前海国际金融交流中心，并开展国际金融交流中心的建筑方案设计招标（以下简称“本项目”）。
Qianhai is in western Shenzhen, GuangdongProvince, on the eastern bank of the Pearl River Estuary, and close to HongKong; it is the future demonstration area of in-depth cooperation of Guangdong,Hong Kong and Macao and new urban center. It’s in order to plan and construct abunch of high-level and high-quality landmark buildings, form new landmarks ofQianhai in terms of model, design, and function, etc., and increase theinfluence and appeal of Qianhai, plans to build Qianhai International FinancialExchange Center at Unit 1, Guiwan Area, Qianhai.Now the Tender for theArchitectural Scheme Design of Qianhai International Financial Exchange Center(hereinafter referred to as the "project") is in progress.
本项目由深圳市前海深港现代服务业合作区管理局主办、深圳市前海开发投资控股有限公司承办，诚邀具有相关设计经验的团队及国际知名建筑设计奖项得主参与，向国内外顶尖设计机构征集最具创意与国际视野的设计方案，高标准、高起点打造前海城市新中心最具标志性的滨水公共建筑。
This project is hosted by Authority ofQianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone andorganized by Shenzhen Qianhai Development Investment Holdings Co., Ltd. Wesincerely invite the domestic and overseas design organizations and winners of famousarchitectural design awards to participate the project,to select the mostcreative and international vision of the design scheme and build a waterfrontpublic building as the new landmark of Qianhai City with high standards andstarting points.
一、项目基本情况 Basic situation of the project
1、项目定位 Project Positioning
前海国际金融交流中心是前海首座国际级会议中心，定位为国家元首级别多边峰会举办地，服务于粤港澳大湾区**、事业单位、企业、协会等单位，以会议功能为主导，兼具餐饮、宴会、酒店住宿、精品展示、新品发布、节庆活动等功能的复合型会议场馆。
Qianhai International Financial Exchange Center will be the firstworld-level conference center in Qianhai and positioned as the venue formultilateral summits of heads of state, to serve the government ofGuangdong-Hong Kong-Macao Greater Bay Area, public institutions, enterprises,associations, etc., and as a complex conference venue with conferencing as themain function and other functions such as catering, banquet holding, hotelaccommodation, quality product exhibition, new product launching, and festivalactivities.
2、项目区位 Projectlocation
本项目位于前海合作区的桂湾片区一单元01-01-01地块及相邻西侧地块（详见图1.1），北侧为双界河水廊道公园，东侧为临海大道及前海综合交通枢纽上盖项目，西侧为演艺公园，南侧为景兴海上大厦及景兴海上广场项目。占地面积约为5.1万平米。用地包含两部分，东侧地块（01-01-01地块）面积约2.7万平米，为项目建设用地。西侧地块面积约2.4万平米，用地性质为公共开放空间，为演艺公园的一部分，可利用地下空间设置地下室，地面上不可布置建筑。
Located on Plot 01-01-01 and Adjacent West Plot, Unit1, Guiwan Area, Qianhai Shenzhen-Hong Kong Modern Service Industry CooperationZone (“Qianhai Cooperation Zone”) (see Fig. 1.1), this project has ShuangjieRiver Water Corridor Park on its north side, Linhai Avenue and QianhaiIntegrated Transportation Hub and Superstructure Project on its east side,Performance Park on its west side, and Jingxing Seascraper and Jingxing SeaPlaza Project on its south side. This project covers an area of about 51,000m2,with the land to be used for two parts: area of the east plot (Plot 01-01-01)is about 27,000m2, which will be the project construction land, and area of thewest plot is about 24,000m2, which will be used as public open space and a partof the Performance Park.The undergroundspace can be used to set up as basement, but buildings cannot be build on theground.

3、项目规模 ProjectScale
总计容建筑面积约13万平米，包含会议中心计容建筑面积约8万平米及酒店计容建筑面积为5万平米。另有地下空间面积约10万平米。
Total floor area included into FAR calculation ofabout 130,000㎡,including the floor areaincluded into FAR calculation of the conference center is about 80,000㎡ and the hotel has a floorarea included into FAR calculation of 50,000㎡.The area of underground spaceof about 100,000㎡.
4.工作内容 Work Content
1）建筑方案设计；
1) Architectural scheme design;
2）景观概念设计；
2) Conceptual landscape design;
3）室内概念设计(会议室大堂、主会议厅和宴会厅)；
3) Conceptual interior design (meeting room lobby,main conference hall, and banquet hall);
二、招标方式 Tendering manner
本次招标采用公开报名的方式，面向全球公开征集创意及方案设计，欢迎境内外业内顶尖设计机构参与投标。
This tender is open to the world to collect creativeideas and scheme design. The domestic and overseas top design organizations arewelcome to participate in the tender.
1）境内外具有相关设计经验的设计单位均可报名参加。允许联合体报名，联合体成员不得超过3家，联合体各方不得再单独以自己名义，或者与另外的设计单位组成联合体参加此次投标。不接受个人及个人组合的报名。
1) Domestic and overseas designorganizations with relevant design experience may apply for participation.Joint groups are permitted; however, a joint group shall consist of no morethan 3 members, and each member of the group shall not further apply alone orrepeatedly participate by joining another group with other designorganizations. Applications from individuals or teams of individuals will notbe accepted.
2）参与本次投标的设计人员应为该投标人的在册人员，参与本次投标的主创设计师需具有类似项目的主持设计经验，且须深度参与设计全过程。为了保证项目设计人员对中国地区背景和相关要求的准确理解，项目设计人员中应至少有一名通晓汉语的人士。
2) Designers involved in the bidding shall be registered personnel of thebidders, and the principal designers of the team shall have similar projectexperience and deep participate in the full process of design. There shall beat least one person who understands Chinese well among the project designers,so as to guarantee their correct understanding of the background of China andrelevant requirements.
三、报名方式 Application
本次招标工作报名时间为2018年11月06日至2018年11月27日15:00（北京时间，下同）。
The application for this tender project shall befiled from November 6, 2018 to November 27, 2018 (15:00 p.m.) (Beijing Time,the same below).
报名机构应在报名截止时间前，将报名资料纸质文件和u盘密封送达至以下地址：深圳市福田区振华路8号设计大厦二楼窗口（不接受邮寄或快递，须现场递交文件,报名以收到纸质文件时间为准，在截止时间以后收到的文件将被拒绝）。
Application institutions shall, before the closingtime for application, serve the paper documents of application materials and aUSB flash drive to the window on Floor 2, Design Building, No. 8 Zhenhua Road,Futian District, Shenzhen City(Only accept on-site submission of documents, subjectto the time when the paper documents are received and the overdue submissionwill be rejected).

*报名阶段将在2018年11月15日（星期三）下午14:30-16:30，在深圳市前海深港青年梦工场2-101会议室，举办项目前期答疑会，有意向参与的设计机构欢迎现场交流。
*Q&AMeeting will be held at Room 2-101, Qianhai Shenzhen-Hong Kong Ehub, Qianwan YiRoad, Nanshan District, Shenzhen on 14:30-16:30, November 15, 2018 (Wednesday).Those who have interest are welcome to the meeting.
四、招标说明 Tender description
1.招标人将依法组建资格预审委员会，由资格预审委员会对投标人的公司资格、业绩、拟投入项目的团队等资格预审申请文件进行评选，评选出7家入围的投标人进入第二阶段的竞标阶段。
1.The Tenderer will set up aprequalification committee according to law, which will select 7 bidders toenter the second stage of competition according to the bidders’prequalification application documents such as company qualifications,achievements, and team to input for the project.
2.投标人提交符合设计任务书要求的成果文件，由方案评审委员会采用记名投票法进行评审，选出无排序的前三名。
2.Bidders shall submit deliverables as required by the Design Brief, andthe scheme review committee will review and select the top 3 without rankingthrough open ballot.
3.由招标人组建定标委员会从方案竞标评审委员会推荐的中标候选人中确定中标人，并对另外两名投标人进行排序，确定第二、三名的名次。
3.The tenderer will set up thebid award committee to voting the winner from the candidates of successfulbidders recommended by the scheme review committee, and sequence the other twobidders as the second place and third place. |
